Their absence creates administrative barriers in the sphere of accreditation of health professionals and continuous medical education. This was discussed at the joint meeting of expert councils at the Federal Antimonopoly service for developing competition in social sphere and health care, on competition development in the sphere of circulation of medical products and for the development of competition in the field of education on the last day of November.

Besides, according to the expert, there is some nonsense: there is a model educational program that develops the Ministry of health, and, if we talk about the basic program, it is unlikely that the surgeon will be 10 variants of improvement of qualification. “But on the portal it is not just about the list of educational programs, these programs are tied to specific educational organizations. They provide these services under license, controlled Minobrom etc. and closing the selection procedure of the educational organization in a portal, is an additional condition for inclusion in the training of health workers. But current legislation does not stipulate such a restriction of the rights of educational institutions. It’s in the first place. And, secondly, the Ministry of health has the authority related to the development of model educational programs, but no authority for the admission on the market of educational services. Everything rests in the lack of quality of the model educational programs for all specialties, annually updated, said Dmitry Borisov. “Unfortunately, such programs have been developed by the Ministry of health does not in all specialties, often they are not regularly reviewed, in cosmetology, for example, the program of 2010 and over 7 years no change it did not made. If this function is implemented by the Ministry of health in full, then need to register any programs and implementation mechanisms for their expert assessment is not necessary,” he said.

Examination of the educational programs proposed for inclusion on the portal, NMO, incidentally, also became a sore point, said Dmitry Borisov.
