The Ministry of health proposed to strengthen the development of model educational programs. Their absence creates administrative barriers in the sphere of accreditation of health professionals and continuous medical education. This was discussed at the joint meeting of expert councils at the Federal Antimonopoly service for developing competition in social sphere and health care, on competition development in the sphere of circulation of medical products and for the development of competition in the field of education on the last day of November.
As noted by the Chairman of the Board of the SRO, the national Association of healthcare organizations, managing centers cosmetology “Rednor” Dmitry Borisov, the new draft order of the Ministry of health, involving a number of changes into the order No. 66n, reduces the load on medical workers in the framework of accreditation. If earlier it was about 250 hours compulsory educational training for 5 years, now provides the option of 30 hours per year or 150 for 5 years. “It is quite acceptable,” he said. – Moreover, these 150 hours can be mastered within a single educational organization, as is happening now.” That is working on medical specialties, which formed the sentence “credit” training activities do not have to face difficulties. “According to statistics of the Ministry of health and HMOs, events are distributed around the main specialities: surgery, therapy, etc. And we have more than 90, is quite rare and probably not so interesting for the organizers of these events. The result for them there are no requests for educational programs,” explained
In such circumstances, he regarded the alternative as positive. However, according to Dmitry Borisov, the new draft order opens up possibilities for violations of competition law. It States that educational programs need to be implemented on the portal of CME. “If we view the substantiation to the project of the normative act, they touted everything is correct: we are talking about additional possibilities, the use of modern Internet technologies, it is proposed to use the portal as an alternative for distance education, to expand information for doctors and other medical staff to organizations that can provide such services. But, in fact, the proposed wording implies that the choice of educational programs is solely at the portal,” he said.
Besides, according to the expert, there is some nonsense: there is a model educational program that develops the Ministry of health, and, if we talk about the basic program, it is unlikely that the surgeon will be 10 variants of improvement of qualification. “But on the portal it is not just about the list of educational programs, these programs are tied to specific educational organizations. They provide these services under license, controlled Minobrom etc. and closing the selection procedure of the educational organization in a portal, is an additional condition for inclusion in the training of health workers. But current legislation does not stipulate such a restriction of the rights of educational institutions. It’s in the first place. And, secondly, the Ministry of health has the authority related to the development of model educational programs, but no authority for the admission on the market of educational services. This we have engaged other agencies”, – he stressed.
Everything rests in the lack of quality of the model educational programs for all specialties, annually updated, said Dmitry Borisov. “Unfortunately, such programs have been developed by the Ministry of health does not in all specialties, often they are not regularly reviewed, in cosmetology, for example, the program of 2010 and over 7 years no change it did not made. If this function is implemented by the Ministry of health in full, then need to register any programs and implementation mechanisms for their expert assessment is not necessary,” he said.
Examination of the educational programs proposed for inclusion on the portal, NMO, incidentally, also became a sore point, said Dmitry Borisov. Since the work of experts is expected on a voluntary basis, the first professional Association delegated to specialists, but later they began to abandon such “encouragement”, because such work takes time and can not in principle be free of charge.
In connection with the foregoing, the expert has offered only add to the draft order of the Ministry of health the caveat that the choice of educational programs should not, and can be carried out using the Internet portal of CME.
However, the head of Department for control over social sphere and trade FAS Timothy Nizhegorodtseva this was not enough. He was very surprised at the lack of standard educational programmes, Recalling that the expert Council under the FAS already dealt in detail in this issue 4 years ago. “They were not just exemplary in nature, and formal, was just listed some major sections of the textbooks that need to master the doctor. Since there were amendments to the law on education, model programs have done an exemplary. The Ministry of health promised to develop the sample program so that they are practical, roughly speaking, were the contents, which explain how to prepare specialists, – he said.
“The Ministry of health promises us a quality education system, and you say that the basis is not. Neither from the point of view of the tests, nor from the point of view of programs, and the program is not for all specialties. That is, it is essentially impossible to measure the quality of medical care”, – stated the representative of the FAS and suggested to discuss this issue at the first meeting of the expert Council in 2018.
